Fellow hacker Brad Graham of AtomicZombie.com did an awesome job on this electric mini bike named the Sparky V2. This mini bike is a DC electric powered machine, with enough torque to pull a small trailer. Brad mentions that Sparky, "[is] able to run for over an hour at city traffic speeds..." plus, "[it] could be used on the street or at camp without creating any noise pollution." How freakin' crazy is that!
And guess what?! You can build your very own using his detailed plans.
PS: His website is a great place to get ideas and a rich resource when it comes to fabricating a custom mini bike frame. Even though most of the hacking on the site is related to bicycles, it all applies perfectly to mini bike frame design and building.
